The Leadership Team
A Whole-School Leadership Team (WLT) operates closely with the Board of Governors and various sub-committees. The breadth of expertise of our senior leaders and governors ensures the School is effectively managed with robust governance. The WLT collaborates with the Extended Leadership Team (ELT), which includes Deputy Principals from each section, the Deputy Head for the Prep School and the Director of Enrichment.
Head
Mr Paul Morgan
Mr Paul Morgan became Head of St. Julian’s in August 2022, bringing energy, vision and a wealth of international experience to his role as CEO and educational leader. Working closely with the Board of Governors, he is responsible for driving excellence in student learning, wellbeing, global citizenship and school culture.
A Mathematics graduate from the University of Kent, Mr Morgan completed his teaching qualification (PGCE) at the University of Cambridge. His career began at The London Oratory School, where he spent 14 years as a Mathematics Teacher, including nine years on the leadership team as Under Master. While in London, Mr Morgan also worked as a University Tutor for the PGCE course at the University of Buckingham. In 2009, he was appointed the Deputy Headmaster at St. Paul’s School in São Paulo before becoming Principal of The British School of Amsterdam in 2016. There, he led the school through a transformative €50 million campus development.
Mr Morgan earned the National Professional Qualification for Headship (NPQH) in 2009 and served on the COBIS Board from 2008 to 2022.
Beyond school, he has a strong interest in current affairs, emerging technologies and aviation, including holding a private pilot’s licence.
Bursar
Mrs Adela Metaxa
Mrs Adela Metaxa is the Bursar, responsible for providing support to students, parents and teaching staff across all service areas. Her oversight covers finances, campus development, safety, IT, communications, administration and school operations. Mrs Metaxa's background is strongly grounded in finance and economics. She holds her first degree in Economics & International Trade from the University of Rouen, France and Babes-Bolyai Cluj Napoca, Romania. She completed postgraduate studies in France, earning a master's degree in Finance from the IUP Banque-Finance at the University of Caen. After working in banking across Romania and France, she began her career in education as the CFO of the Swiss International School in Qatar, where she served for four years. Mrs Metaxa moved to Portugal to join the St. Julian’s community with her family in 2021 and her three children also attend the school. She enjoys running, discovering new places, and unlocking cultures through learning new languages.
Deputy Head & Principal of the Secondary Section
Mr Daniel Norbury
Mr Dan Norbury joined St. Julian’s in 2019 as Secondary Principal. In June 2024, he was appointed Deputy Head, responsible for teaching and learning across the whole school, while continuing to lead the Secondary School. Before joining St. Julian’s, Mr Norbury was Assistant Head of Secondary at Garden International School in Kuala Lumpur, where he previously served as Head of Geography and then Head of Humanities. He began his teaching career as a Geography Teacher at St. Aidan’s Church of England High School in Harrogate. Mr Norbury still teaches and acts as the leadership link for the Science and Humanities Faculties. Mr Norbury holds a Geography degree from the University of Edinburgh and was awarded the National Professional Qualification for Headship (NPQH) in 2024. Both of Mr Norbury’s children attend St. Julian’s, and his wife, Mrs Helen Norbury, works as the Phase Leader for Upper Key Stage 2 in the Prep School. Mr Norbury’s interests include cooking, gardening, mountain biking, and exploring new places.
Deputy Head
Ms Caroline Cullen
Ms Caroline Cullen joined St. Julian's in 2018. Initially, Ms Cullen was Head of Learning Support in the Secondary Section. She later became Director of Student Support as part of her role as a whole-school deputy principal in 2020. In June 2024, she was appointed Deputy Head, with responsibilities for pastoral care, including behaviour, learning support, counselling services, the surgery and safeguarding teams, ensuring the school follows best international practices in safeguarding and student support. Ms Cullen holds a degree in Modern Irish and Theology from Trinity College Dublin, along with a master's degree (MPhil) in Theology (Ethics) from the University of Oxford. She earned her teaching qualification (PGCE) from Canterbury Christ Church University in 2012. For two years, Ms Cullen taught at Harris Primary Academy Peckham Park. Following this, she was Co-Head of English and Drama at The Greenwich Free School, then became Head of Curriculum and Assessment Development, the SENDCo and for the last year was an Assistant Headteacher. In 2023, she completed the COBIS Programme for Aspiring Heads. Ms Cullen has also worked as a consultant and has been a governor of a primary school in London.
Principal of the Bilingual Section
Ms Joana de Sousa
As Principal of the Bilingual Section of the School, Ms Joana de Sousa is accountable for the curriculum, student learning and wellbeing. Ms Sousa joined the Bilingual Section as an English teacher in 2004, and became the Pastoral Coordinator for the secondary-aged students and later Deputy Principal. She holds a degree in Modern Languages and Literature from the University of Lisbon and obtained her professional teaching qualification in 1994. Before starting at St. Julian’s, she was a teacher trainer and published several English language coursebooks. She has presented at conferences, both nationally and internationally and, as a peer evaluator for the Council of International Schools (CIS), has been on several visiting teams, helping schools in Portugal and around the world on their journey of self-improvement. Ms Sousa is also an alumna of St. Julian’s. Her interests include reading, travelling and exercising.
Head of Prep School
Ms Louise Banthorpe
Ms Louise Banthorpe is Head of the Prep School at St. Julian’s, where she leads the academic and pastoral development of pupils in Years 1 to 6. She holds a degree in Education (Primary) from Manchester Metropolitan University and began her career in Manchester as KS1 Coordinator at Armitage CE Primary School before moving into international education. Her international experience includes leadership roles at Garden International School in Kuala Lumpur and Discovery Bay International School in Hong Kong, where she served as Year Group Leader. Since joining St. Julian’s in 2018 as Assistant Head of Primary, Ms Banthorpe has played a key role in shaping the Primary Section. She was appointed Deputy Primary Principal in 2023 and became Head of Prep School in 2024. Ms Banthorpe completed the International Leadership and Management Programme for Senior Leaders in 2021. She brings a wealth of expertise and a passion for nurturing student growth, complemented by her personal interests in reading, cuisine and travel.
Head of Pre-Prep School
Mrs Sarah Kilbane
Mrs Sarah Kilbane is the Head of Pre-Prep School, which includes Nursery and Reception classes. Mrs Kilbane joined St. Julian’s in 2020 and was appointed as the Pre-Prep Phase Leader. Prior to this, she was a founding teacher at Wetherby Pembridge in New York for three years. She served as a Head of Year at Garden International School in Kuala Lumpur and was previously a Reception Teacher at St. Mary’s RC Primary School in Battersea, London. Mrs Kilbane has a degree in Geography and obtained her teaching qualification (Graduate Teaching Programme) from the University of Reading in 2012. Mrs Kilbane’s interests include playing padel, travelling, and reading.
Director of Technology
Mr Michael Brooke
As Director of Technology, Michael Brooke leads the strategic integration of technology throughout the School, ensuring its effective use to enhance teaching and learning. He is responsible for the vision, implementation, and management of educational technology initiatives. Michael joined St. Julian's School in 2007. He studied Civil Engineering at City University, London and subsequently completed his teaching qualification (PGCE) at the University of Sussex. He is certified in the International Leadership and Management Programme. With an international career spanning civil engineering, educational technology and teaching, he brings a unique and varied perspective to the role. He has over 25 years of experience leading and managing technology integration in educational settings.
Additionally, he is an experienced teacher of Computer Science, Mathematics and Music, with extensive knowledge and experience in supporting students with Special Educational Needs & Disabilities (SEND). Mr Brooke is the leadership link for Mathematics & Computing. Mr Brooke is also an experienced IB examiner and author of the InThinking IB Computer Science course.
Director of Professional Learning
Ms Sarah Dore
Ms Sarah Dore is the Director of Professional Learning and is responsible for new staff induction, performance reviews and continual professional development. Ms Dore joined St. Julian’s in 2009, initially as Head of Art and later as Head of the Performance, Arts and Design Faculty, before taking on her current role. She continues to teach within the Art and Theory Knowledge Departments and acts as the leadership link to the Music Department and Performance Arts and Design Faculty. Ms Dore holds a Fine Art Degree from Staffordshire University, a teaching qualification (PGCE) from Goldsmiths College and in 2018 completed her master's degree in Educational Leadership at Buckingham University. Ms Dore also taught at King’s College School in London. Besides overseeing staff training, she facilitates leadership courses here at St. Julian’s School for both COBIS and UCL. Her interests include cooking, gardening, sailing and of course making Art.
Extended Leadership Team
The Extended Leadership Team (ELT) works in close partnership with the Whole-School Leadership Team (WLT) to maintain consistency and excellence across all sections of St. Julian’s School. This team includes Deputy Principals from various sections, the Deputy Head of the Prep School and the Director of Enrichment, who bring specialised expertise to key areas of school operations. Together, they ensure that the school’s policies and practices are effectively implemented, fostering a cohesive and supportive environment for both students and staff.
Deputy Principal (KS5)
Dr Dina Shah
As Deputy Principal for KS5 and IB DP and CP coordinator, Dr Dina Shah leads the Key Stage 5 team, overseeing the pastoral and academic care of students in Years 12 and 13. Dr Shah joined St. Julian's as Head of Chemistry in August 2018 and has been part of the Extended and Secondary leadership teams since 2020. Dr Shah is the senior link for the Modern Foreign Languages and Portuguese Faculties. She studied Chemistry at University College London before earning a doctorate (DPhil) in Physical Chemistry from the University of Oxford. Dr Shah then gained her teaching qualification (PGCE) from the Institute of Education, University of London. She has had an extensive international career, starting at Latymer Upper School, London, where she taught for six years. In 2010, she moved to St. Nicholas School in São Paulo, becoming IB Diploma Coordinator in 2013. More recently, Dr Shah taught at Aiglon College, Switzerland, before joining St. Julian's. In 2023, she completed the COBIS Programme for Aspiring Heads. Since 2024, Dr Shah has been a facilitator for the NPQSL. Outside of school, Dina is the Network Leader of WomenEd Portugal.
Deputy Principal (KS4)
Mr Jon Burke
Jon Burke is a Deputy Principal of the Secondary Section. His main oversight is KS4, in addition to teaching History Mr Burke has worked at St. Julian’s since 2004, having previously taught in schools in the UK. He has regularly contributed to working parties focusing on the topic of assessment for learning and has made a huge contribution to researching the school's history. Mr Burke is also the School Archivist.
Deputy Principal (KS3)
Mrs Jo Stedman
Mrs Jo Stedman has been working at St. Julian’s School since 2016, contributing to both academic and pastoral leadership. She has held key roles, including Head of Years 12 and 13, Head of Biology and CAS Coordinator, before stepping into her current position as Deputy Principal for Key Stage 3. With a wealth of experience from prestigious international schools such as Repton School in the UK, King’s College Madrid and The British School of Jakarta, Mrs Stedman brings a global perspective to her leadership. Mrs Stedman studied Biology at the University of Sheffield and completed her teaching qualification (PGCE) at the University of Leeds. She has been instrumental in implementing initiatives such as the Peer Mentoring Scheme, the conservation expedition to South Africa, the Buddy Training Programme and a well-established and highly successful transition for Year 6 pupils moving into Year 7. Mrs Stedman is passionate about student development and wellbeing, and her interests include conservation, tennis and parenting.
Deputy Head of Prep School
Mr Tom Mullins
Mr Tom Mullins joined St. Julian’s in August 2025 as Deputy Head of the Prep School. He previously served as Assistant Headteacher and Leader of Technology for Learning at Plymouth Grove Primary School in Manchester. Since 2023, he has been a Subject Matter Expert for the National Centre for Computing Education (NCCE) and a STEM Learning Professional Development Leader. His experience also includes teaching at two other UK primary schools and four years as Curriculum Coordinator at Taipei European School. Mr Mullins holds a degree in French and German from the University of Sheffield and a master’s degree in Digital Technologies, Communication and Education from the University of Manchester. He enjoys cycling, rowing, running, and sports, especially football.
Deputy Principal of the Bilingual Section
Professora Luísa Gomes
As the Deputy Principal of the Bilingual Curriculum, Luísa Gomes assists the Section Principal in carrying out her role. She joined St. Julian's in the academic year 2015/2016. Throughout her professional career, she has held management and headship positions in state schools. She holds a degree in Basic Education - 1st Cycle and specialises in Special Education - Cognition Problems. She deepened her theoretical and practical knowledge with a Master's degree in Special Education, in the area of Cognition and Multiple Disabilities. She has participated in and presented papers at several national and international congresses and conferences and has published articles in the field of Inclusive Education. She is an Invited Assistant Professor in Higher Education, in Teacher Training. She is a collaborating member of the Education and Training Research and Development Unit of the Institute of Education of the University of Lisbon.
Director of Enrichment
Mr Mark Hooper
As Director of Enrichment, Mr Mark Hooper leads all areas of school life beyond the classroom, including community engagement, educational visits, sport, the Wilder Life Programme (WLP) and student leadership. He joined St. Julian’s School in August 2023, having previously been Housemaster and Head of Boys’ Boarding at Harrow School in China. Originally from Norfolk, Mr Hooper spent 14 years teaching at Hewett School and Bungay High School in the UK, where he led PE and the Duke of Edinburgh’s Award. He has also worked at Garden International School and was Deputy Head of Secondary at The British School of Bucharest for seven years. Subsequently, he became Deputy Head (Character Development & Well-being) at Akeley Wood Senior School. Internationally, he held leadership roles in New Zealand, serving as Director of the country’s largest adult education provider, increasing enrolment to over 5,500 annually. He also sat on the Board of Governors of a large secondary school. He holds a degree in Sports Studies and a teaching qualification (PGCE), both from the University of Ulster. His interests include outdoor pursuits, sport, travel, theatre and DIY.
St. Julian's Association
The St. Julian’s Association, established in 1938 as a non-profit cultural organisation dedicated solely to education, is crucial to shaping our School’s vision and character. Its wide and balanced membership, comprising up to 50 individuals, includes alumni, former and current parents, and representatives from the broader community in the Greater Lisbon region, the UK, and other European countries. Members are proposed by the Nominations Committee and elected at a General Meeting of the Association. We proudly adhere to our founders’ principle that all revenues of the St. Julian’s School Association must be reinvested back into the School to maintain the highest possible standard of teaching and education. The Chairman of the Annual General Meeting is Mr Filipe Lowndes Marques. His Majesty’s Ambassador to the Portuguese Republic, Ms Lisa Bandari, is the Patron of the Association.
Our Board of Governors
Structure
Only members of St. Julian’s Association are eligible to serve as Governors, elected during a General Meeting. The board consists of up to nine Governors, of whom three must be British citizens. They meet at least six times each year and serve voluntary terms of up to nine years. This non-executive group oversees the implementation of the School’s Guiding Statements through strategic planning, policy oversight, and progress assessment. The Board approves the strategic plan, annual budget, and capital and investment strategies to ensure the best educational provision for St. Julian’s students. They also appoint the Head and the Bursar, and present a formal report at the AGM. They are supported by detailed work carried out by the subcommittees. The Head and Bursar attend every board meeting, and occasionally, other members of the leadership Team also participate.

- Education – Ensures the School’s educational quality, standards, and strategic academic direction are ambitious, rigorous and in line with the Guiding Statements.
- Finance – Ensures financial sustainability and transparency by overseeing the effective management of funds and financial risks within approved policies.
- Discounts & Bursaries – Reviews requests for discounted School Fees with predefined guidelines set by the Board.
- Infrastructure – Oversees the current building project as well as capital assets of the School, IT infrastructure and other relevant matters.
- Policy & Compliance – Reviews and scrutinises policies drafted by the Head and his team, ensuring they align with our Guiding Statements.
- Alumni & Development – Supports the Head, Bursar and Alumni Relations Assistant in strengthening alumni engagement.

Chair of the Board
Miss Teresa Roque
Teresa Roque brings extensive experience and expertise to her role as Chair. She joined the Board in 2016 and served on several Board Subcommittees and as Vice Chair from 2020 to 2022, after joining St. Julian’s Association in 2013. Her career includes lecturing at several universities in political science and international economics and serving on many educational boards. She served as non-executive Vice President of Banif SGPS and Açoreana Seguros, and a board member of Banif Malta. She was a founding member of Empresários para a Inclusão Social, a not-for-profit association helping to combat the school drop-out rate in Portugal.
She served on the Advisory Board of Universidade Nova School of Business and Economics 2010 to 2015. Teresa received her first degree from the University of Oxford in Philosophy, Politics & Economics and her master's degree in International Relations & International Economics from SAIS, John Hopkins University. Following in her footsteps, both her children studied at St. Julian’s. Teresa is Portuguese and is currently completing her PhD in Political Science at Universidade Católica. She is in her third and final term of office which ends in November 2025.

Mrs Murphy Cobbing
Murphy Cobbing is British and currently Vice President of the British Board of Film Classification (BBFC). A former BBC Senior Broadcast journalist, Murphy spent most of her career working in the UK in news and current affairs, as well as producing a wide range of documentaries for radio and television. Until 2017, Murphy was a trustee and Vice Chair of the Tyneside Cinema and a trustee of the North East Circus Development Trust. She is a Commonwealth Scholar. Murphy joined the Board in November 2019 and is now in her second term of office, which ends in November 2025. Murphy is the Chair of the Infrastructure Subcommittee.

Mr Luís Cocco
Luís Cocco is Portuguese and a former parent of three children who went through St. Julian’s. He currently holds the position of Chief Executive Officer and Executive Board Member of Glintt Global, S.A. Previously he held the position of Chief Financial Officer and Executive Board Member. Luís held several positions at Portugal Telecom Investimentos Internacionais, Tradecom, Banco Santander Negócios and McKinsey. Luís received his masters degree in Business Administration from Harvard Business School and his first degree in Business Administration from Universidade Católica Portuguesa. Luís was elected to the Board of Governors in November 2022 and is Chair of the Finance Subcommittee. He joined the Board in November 2022 and is now in his first term of office, which ends in November 2025.

Mr Jamie Darke
Jamie Darke holds British and Portuguese citizenship and is a former senior British diplomat with extensive policy and operational experience focused on the Middle East, having previously served as Political Counsellor in Lisbon from 2003-06. During a career break from the Foreign and Commonwealth Office (FCO) in 1980-85, he was head of training for the Omani security service and a management consultant with the Hay Group. A shareholder-director of a central London marina since 1996, and of a Portuguese property investment company since 2018, he established his risk advisory practice in Portugal in 2008. He received his first degree and master's degrees from the University of Cambridge in English Literature in 1975, qualified in Arabic at higher level at the Middle East Centre for Arabic Studies in Lebanon in 1978 and obtained an MSc from London Business School in 1983. He took Farsi in 1993 and Portuguese in 2003, both to intermediate level. Jamie joined the Board in November 2017 and is currently in his second term of office, which will conclude in November 2025. Jamie is the Chair of both the Policy & Compliance and Discounts & Bursaries Subcommittees. Jamie is also the Safeguarding Governor and works alongside the Head and Deputy Head (Pastoral) to support the school’s safeguarding and child protection responsibilities.

Mr Daniel Ernst
Daniel Ernst holds British and Portuguese citizenship and is a St. Julian’s Alumnus. Daniel has two children currently attending the School. Daniel is currently the Co-Founder and Co-CEO of Fruitful Office Group, the largest office fruit distributor in Europe. Previously, he worked at PricewaterhouseCoopers and Marchfirst Strategy Consulting. Daniel received his masters degree in Business & Russian Studies from the University of Edinburgh. Daniel is fluent in Portuguese, English, and Spanish and also speaks French and Russian. Daniel was elected to the Board of Governors in November 2022 and is Chair of the Alumni & Development Subcommittee. He also sits on the Finance Subcommittee. Daniel is in his first term of office, which ends in November 2025.

Mr James Frost
James Frost is British and, for the past 30 years, has worked in the developing and managing of the family property Quinta de Sant’Ana, building up four successful businesses. Prior to moving to Portugal, James served as an Officer in the British Army for seven years. James’ seven children have all been or are presently being educated at St. Julian’s. James sits on the Alumni & Development and Infrastructure Subcommittees. James joined the Board in November 2017 and is now in his third term of office, which ends in November 2026.

Mr Taheer Saiyad
Taheer Saiyad is Portuguese and a St. Julian's Alumnus, having attended the school between 1984 and 1991. He has two children currently attending St. Julian's. He received a degree in Politics & Philosophy from York University and a masters (MPhil) in Politics from the University of Oxford and is currently the CEO of three successful family-owned businesses in the clothing retail and real estate sectors. He is also the co-founder of MyWishGuru, a technology-based startup which was developed between 2012 and 2014. Taheer has been a member of the St. Julian's Association since 2016, has sat on the Nominations Committee. He currently sits on the Education, Alumni & Development and Infrastructure Subcommittees. Taheer joined the Board in November 2019 and is now in his second term of office, which ends in November 2025.

Mr Miguel Stilwell
Miguel Stilwell d’Andrade graduated with a master's degree in Mechanical Engineering from the University of Strathclyde, Scotland and holds an MBA from MIT Sloan School of Management, Massachusetts Institute of Technology, USA. Between 1994 and 2003, Miguel studied, lived and worked in Scotland, Italy, England, Portugal and the USA. Miguel joined EDP in 2000 and led the area of M&A, Strategy and Corporate Development until 2009. He was a member of the Board of EDP Distribuição (energy grids) from 2009 to 2012. Miguel was also a non-executive Member of the Board of Directors of EDP Inovação, EDP Ventures and EDP Gas Distribution, and Chairman of InovGrid ACE. In 2012, he was appointed CEO of EDP Comercial (client solutions) as well as CEO and Vice-President of Hidroeléctrica del Cantabrico and Naturgas Energia while also being an Executive Board Member of EDP. In 2018, Miguel was appointed CFO of EDP and has been the CEO of EDP and EDP Renewables since 2021. His children attend St Julian’s. Miguel sits on the Finance Subcommittee. Miguel joined the Board in November 2016 and is now in his third and final term of office, which ends in November 2025.
Governor
Mr João Alves
Born in Mozambique and educated in South Africa, João Alves built a distinguished 39-year career at Ernst & Young, culminating as Country Managing Partner (CEO) for Portugal, Angola and Mozambique. During his 14-year leadership, he guided the firm's expansion from 320 to over 2,000 professionals across these three markets. His connection to St. Julian's spans 25 years, beginning when his children attended the school. He subsequently served multiple terms on the Audit Committee, including as Chairman, until reaching statutory limits in 2022. Throughout his career, João has also been actively involved with non-profit organisations focused on education (EPIS), child welfare (Fundação Ronald McDonald), citizenship (Fundação Francisco Manuel dos Santos) and ocean conservation (Fundação Oceano Azul). João studied Commerce at the University of Witwatersrand, Johannesburg, followed by Auditing and Accounting Sciences at the University of South Africa, Pretoria, and is a qualified Chartered Accountant and Revisor Oficial de Contas.
